ব্রিটবাংলা রিপোর্ট : ইংল্যান্ডে অপ্রত্যাশিতভাবে বাড়ছে হোমলেসের সংখ্যা। এ বিষয়ে সরকারের নিজস্ব কোন পরিকল্পনা নেই বলে বলে মনে করা হচ্ছে। বেনিফিট সিস্টেমের পরিবর্তনের ফলে দেশে হোমলেস পরিবারের সংখ্যা বাড়ছে বলে এক রিপোর্টে উল্লেখ করেছে ন্যাশনাল অডিট অফিস। এই সংস্থাটির মতে, গত ৬ বছরের অধিক সময় ধরে দেশের প্রায় ৬০ শতাংশ পরিবার অস্থায়ী বাসস্থানে বসবাস করতে বাধ্য হচ্ছেন। এর মধ্যে ১শ ২০ হাজার ৫৪০ জন শিশুও রয়েছে। ব্রেক্সলি, বার্মিংহ্যাম, ব্রিস্টল, লুটন, ম্যানচেষ্টার, মিডওয়ে, টাওয়ার হ্যামলেটস এবং ওয়েস্টমিনষ্টার কাউন্সিল, দেশের এই ৮টি বারার হোমলেস পর্যবেক্ষন করে এই তথ্য প্রকাশ করেছে ন্যাশনাল অডিট অফসি। তাতে হোমলেস পরিবারের সংখ্যা বৃদ্ধির জন্যে প্রাইভেট ল্যান্ডলর্ড বা প্রাইভেট রেন্টেড হোম প্রধান কারণ বলেও উল্লেখ করা হয়। প্রােইভেট সেক্টরে রেন্ট বা ভাড়া বাড়ানো হয় খুব তাড়াতাড়ি। একদিকে অব্যাহত ভাড়া বৃদ্ধি অন্যদিকে সরকারের বেনিফিট কাট, এই দুয়ের সামঞ্জস্য না থাকায় তুলনামূলক কম আয়ের পরিবারগুলো নিয়মিত ভাড়া পরিশোধ করতে ব্যর্থ হয়। আর এ কারণে টেনেন্সি এগ্রিমেন্ট বাতিল করে তাদেরকে ঘর ছাড়া করে প্রাইভেট ল্যান্ডলর্ড । এর ফলে ইংল্যান্ডে ব্যাপকভাবে হোমলেসের সংখ্যা বৃদ্ধি পেয়েছে বলে জানিয়েছে ন্যাশনাল অডিট অফিস।
ন্যাশনাল অডিট অফিসের অডিটর জেনারেল স্যার আমায়াস মোরস জানিয়েছেন, সাম্প্রতিক বছরগুলোতে বিভিন্ন কারণে হোমলেস পরিবারের সংখ্যা বৃদ্ধি পাচ্ছে। এতে সরকারের নেওয়ার বিভিন্ন পদক্ষেপ বড় ধরনের ভুমিকা রাখলেও সরকার সেটা অনুধাবন করতে পারছে না বলে জানান তিনি। গত শরতে এক রাতে প্রায় ৪ হাজার ১৩৪ জন রাফ স্লিপারের সংখ্যা রেকর্ড করা হয়েছে। টোরি ক্ষমতায় আসার পর রাফ স্লিপারের (যারা কম্বল মুড়িয়ে রাস্তায় ঘুমায়) সংখ্যা ১৩৪ শতাংশ বৃদ্ধি পেয়েছে। এসব হোমলেসদের জন্যে বছরে প্রায় ১ বিলিয়ন পাউন্ডের বেশি অর্থ ব্যয় হচ্ছে বলে উল্লেখ করে ন্যাশনাল অডিট অফিস। হাউসিং বেনিফিট পরিবর্তনের ফলে কি ধরনের প্রভাব পড়েছে তা যাচাই করার সক্ষমতাও সরকারের ওয়ার্কিং এন্ড পেনসন ডিপার্টমেন্টের নেই বলে রিপোর্টে বলা হয়।
এদিকে অব্যাহত হোমলেস পরিবারের বৃদ্ধিতে উদ্বেগ প্রকাশ করেছে লেবারপার্টি। লেবার এমপি এবং পাবলিক একাউন্টস কমিটির চেয়ার মেইগ হিলিয়ার বলেছেন, বছরের পর বছর হোমলেসের সংখ্যা বৃদ্ধির বিষয়টি জাতীয় কলঙ্কে পরিণত হয়েছে। অন্যদিকে সরকারের একজন মূখপাত্র বলেছেন, হোমলেসের সংখ্যা কমিয়ে রাখা বা তা একেবারে শূন্যের কোটায় নিয়ে আসা অত্যন্ত কঠিন কাজ। এখানে অনেকগুলো বিষয় জড়িত। যা সরকারের পক্ষে খুব সহজে সমাধান করা সম্ভব নয়। তবে সরকার অত্যন্ত অসহায় পরিবারগুলোকে সহযোগিতা দিয়ে যাচ্ছে বলে ওই মূখপাত্র জানান। হোমলেস হওয়া থেকে বিরত রাখতে সরকার ২০২০ সালের ভেতরে ৫শ ৫০ মিলিয়ন পাউন্ড বিনিয়েগের পরিকল্পনা নিয়েছে বলেও জানান তিনি।

All forms of homelessness have increased “significantly” and are costing more than £1 billion a year to deal with.
A snapshot overnight count last autumn recorded 4,134 rough sleepers, a 134% hike since the Conservatives took power.
Auditor General Sir Amyas Morse said: “Homelessness in all its forms has significantly increased in recent years, driven by several factors. Despite this, government has not evaluated the impact of its reforms on this issue, and there remain gaps in its approach.
The Department for Work and Pensions has been unable to assess the impact that changes to local housing allowance have had on homelessness, the report said.
Labour’s Meg Hillier, who chairs the Public Accounts Committee, said: “It is a national scandal that more and more people are made homeless every year.
A Government spokesman said: “Tackling homelessness is a complex issue with no single solution, but this Government is determined to help the most vulnerable in society.
“We’re investing £550 million to 2020 to address the issue and implementing the most ambitious legislative reform in decades, the Homelessness Reduction Act.
“This Act means more people get the help they need earlier to prevent them from becoming homeless in the first place.
“Our welfare reforms restore fairness to the system with a strong safety net in place to support the most vulnerable, including £24 billion through the Housing Benefit.
“There’s more to do to make sure people always have a roof over their head and ministers will set out further plans shortly, including delivering on our commitment to eliminate rough sleeping entirely.”
