ব্রিটবাংলা রিপোর্ট : এসিড হামলা, ড্রাগ ড্রিলিংসহ নানান অপরাধমূলক কর্মকা- লন্ডনের অন্যান্য বারার চাইতে টাওয়ার হ্যামলেটসে তুলনামূলক বেশি। এসব অপরাধ নিয়ন্ত্রণে রাখার লক্ষ্যে নিজস্ব খরচে সর্বমোট ৩৯ জন পুলিশ অফিসার নিয়োগ দিয়েছে টাওয়ার হ্যামলেটস কাউন্সিল। এর আগের ৬ জনের সঙ্গে গত জুলাইয়ে নিয়োগকৃত ১৪ জনের সর্বশেষ আরো ১৯ জন যোগ হন। নির্বাহী মেয়র জন বিগস নতুন নিয়োগকৃত অফিসারদের নিয়ে বৃহস্পতিবার মিডিয়া লঞ্চিং করেন। এ সময় মেয়র জন বিগস ব্রিটবাংলাকে জানান, টাওয়ার হ্যামলেটস হোমস এবং কাউন্সিল মিলে এসব পুলিশ অফিসার নিয়োগ দেওয়া হয়েছে। নতুন ১৯ জনকে ৩ বছরের জন্যে নিয়োগ দেওয়া হয়। এর জন্যে বাজেট ধরা হয়েছে প্রায় ৩ মিলিয়ন পাউন্ড। গত জুলাইয়ে নিয়োগ দেওয়া ১৪ জনের জন্য ২ দশমিক ৫ মিলিয়ন পাউন্ড বাজেট দেবে টাওয়ার হ্যামলেটস হোমস। এই অফিসাররা হোমসের অফিসারদের সঙ্গে শুধুমাত্রা টাওয়ার হ্যামলেটস হোমসের স্টেইটে কাজ করবে। বারার অন্যান্য প্রাইভেট হাউসিং এসোসিয়েশনকে পুলিশে বিনিয়োগের জন্যে আহ্বান জানান নির্বাহী মেয়র। নির্বাহী মেয়র জানান, টোরি সরকারের বাজেট কাটের ফলে ২০১০ সালের মে মাস থেকে চলতি বছর এই পর্যন্ত ২শ ৮৮ জন পুলিশ অফিসার এবং পিসিএসও কাট হয়েছে টাওয়ার হ্যামলেটস থেকে। এর মধ্যেও সাবেক মেয়র লুৎফুর রহমান টাউন হল ত্যাগের সময় ৪০ জন কমিউনিটি টাস্কফোর্স অফিসার রেখে গিয়েছিলেন বলে জানা গেছে। ওই অফিসারদের মধ্য থেকে জন বিগসের আমলে মাত্র ৬ জনের চাকুরী বহাল থাকে। ফান্ডিংয়ের অভাবে বাকীদের চুক্তি নবায়ন করা হয়নি।
এদিকে দেরিতে হলেও কাউন্সিলের খরচে পুলিশ অফিসার নিয়োগের সিদ্ধান্তকে স্বাগত জানিয়েছেন সাবেক ডেপুটি মেয়র কাউন্সিলর অহিদ আহমদ। সাবেক মেয়রের প্রথম ৪ বছর তিনি পুলিশের লিড মেম্বারের দায়িত্ব পালন করেন এবং ওয়াকএবাউট নামে একটি প্রজেক্টের মাধ্যমে পুলিশকে সাধারণ মানুষের কাছাকাছি নিয়ে গিয়েছিলেন তিনি। কাউন্সিলর অহিদ ব্রিটবাংলাকে জানান,, সাবেক মেয়র লুৎফুর রহমানের আমলে কাউন্সিলের ব্যয়ে পুলিশ অফিসার নিয়োগ করা হলেও তাদের নাম দেওয়া হয়েছিল, কমিউনিটি টাস্কফোর্স। তাদেরকে ‘ডিল এ ডে’ অর্থাৎ প্রতিদিন একটি করে ড্রাগ ড্রিলার ধরার টাস্ক দেওয়া হয়েছিল। বছরে ৩৬৫টি ড্রাগ ড্রিলার ধরার টাস্ক ছিল তাদের। এভাবে স্ট্রীট থেকে ড্রাগ ড্রিলার এবং নাইফ ক্রাইম দূর করার চেস্টা করা হয়েছিল। ওয়াকএবাউটের মাধ্যমে পুলিশ স্ট্রীটের সাধারণ জনগণের কাছ থেকে কোথায় কোথায় ড্রাগ ড্রিল হত তা জানার পর সেখানে হানা দিতেন কমিউনিটি ট্রাস্ক ফোর্সের অফিসাররা। কাউন্সিলর অহিদ বলেন, পুলিশ নিয়ে মেয়র জন বিগসের নির্ধারিত কোনো পরিকল্পনা আছে কি না, তা তাদের জানান নেই। তবে স্ট্রীট থেকে ড্রাগ, নাইফ এবং এসিড ক্রাইম দূর করতে হলে স্ট্রীটে নেমে জনগণের কথা শুনতে হবে পুলিশকে। তারপর সেখান থেকে তথ্য নিয়ে পরিকল্পনা অনুযায়ী স্ট্রীট গ্যাংদের ধাওয়া না করলে অপরাধের মাত্রা কমবে না বলে মনে করেন তিনি।
নতুন পুলিশ অফিসার নিয়োগের মিডিয়া লঞ্চিংয়ে পুলিশের লিড মেম্বার কাউন্সিলর আসমা বেগম উপস্থিত ছিলেন।
Multi-million pound investment in community safety
John Biggs, Mayor of Tower Hamlets, has announced a multi-million pound investment in community safety to increase the number of council funded police officers in the borough to thirty-nine (39).
The Mayor raised concerns that cuts to the police’s budget has reduced the number of police in Tower Hamlets and has committed £3m of funding over the next three years to help protect neighbourhood policing.
The police officers are tasked with tackling areas where crime and anti-social behaviour are issues and they will tackle acid attacks, drug dealing and violent crime.
A new ‘Designing Out Crime’ officer will also help planners, housing providers and developers to ensure that future developments consider community safety issues from the outset and design them out before being built.
Mayor Biggs said: “Community safety is an absolute priority. I want to make sure we keep police officers on the streets delivering neighbourhood policing that stops crime and deals with the issues facing residents.
“The Government might think cutting police budgets is acceptable but we do not. Tower Hamlets is committed to working with and investing in the police to protect residents.
“Ongoing cuts to the public purse make it more important than ever to maximise resources by working closely with our all our partners to deliver the best services possible for our residents.”
Councillor Asma Begum, Cabinet member for community safety added:
“Residents have told us that crime and anti-social behaviour are some of their main concerns, and we are committed to doing all we can to make Tower Hamlets a better place to live, visit and work.
“Our new police officers will help tackle crime on the streets, act as a reassuring presence for our residents and help deter those who are considering criminal or anti-social behaviour.”
Tower Hamlets has the highest volume of anti-social behaviour calls to the police in London and 31 per cent of respondents in the council’s Annual Residents Survey 2017 showed that crime was a concern for them.
