ব্রিটেনে আসছে নতুন আইন : বিপজ্জনক ড্রাইভারদের যাবজ্জীবন দন্ড : Drivers who kill while using mobile phones will face life in prison

ব্রিটবাংলা রিপোর্ট : মদ্যপ অবস্থায় বিপজ্জনক এবং বেপরোয়া গতিতে গাড়ি চালিয়ে বা গাড়ি ড্রাইভিংয়ের সময় মোবাইল ফোন ব্যবহারের ফলে সৃষ্ট দুর্ঘটনায় কারো মৃত্যু হলে বা গুরুতর আহত হলে সেই অভিযুক্ত ড্রাইভারকে যাবজ্জীবন জেল দন্ড ভোগ করতে হবে। বৃটেনে গাড়ি দুর্ঘটনার ভয়াবহতা প্রতিরোধে নতুন এই আইন করার পরিকল্পনা করছে সরকার। বিপজ্জনক এবং বেপরোয়া ড্রাইভারদের যাবজ্জীবন জেল ভোগ করতে হবে নতুন আইনে। বেপরোয়া গতিতে বা মদ্যপ অবস্থায় ড্রাইভিং এবং ড্রাইভিংয়ের সময় মোবাইল ফোন ব্যবহারের ফলে সৃষ্ট দুর্ঘটনায় কারো মৃত্যু হলে ওই ড্রাইভারের যাবজ্জীবন দন্ডের বিধান রেখে নতুন আইন করার পক্ষে মত দিয়েছেন হাজার হাজার মানুষ। বিপজ্জনকভাবে গাড়ি চালিয়ে কাউকে গুরুতর আহত করলেও একই দন্ডে দন্ডিত হবেন।

জাস্টিস মিনিষ্টার ডমিনিক র‌্যাব জানিয়েছেন, রোড এক্সিডেন্ট নিয়ন্ত্রণে আনার লক্ষ্যে প্রচলিত আইনকে পরিবর্তন এবং পরিবর্ধন করার জন্যে সরকার একটি পাবলিক কনসালটেশন করেছিল। তাতে বিপজ্জনক এবং বেপরোয়া ড্রাইভারদের শাস্তির বিধান কঠোর করার পক্ষে প্রায় ৯ হাজার সাবমিশন গ্রহণ করে সরকার।
বেপরোয়া এবং বিপজ্জনক ড্রাইভিংয়ের ভয়াবহতা এবং ভুক্তভোগিদের কষ্টের উপলব্ধি থেকেই সরকারও বিপজ্জনক ড্রাইভিংয়ের ক্ষেত্রে যাবজ্জীবন জেল দন্ডের বিধান নিয়ে আসার পরিকল্পনা করছে বলে জানান তিনি। জাস্টিস মিনিষ্ট্রি জানিয়েছে, পাবলিক কনসালটেশনে প্রায় ৯০ শতাংশ মানুষ নতুন এবং কঠোর আইনের পক্ষে মত দিয়েছে। আর ৭০ শতাংশ মানুষ প্রচলিত আইনকে আরো শক্তিশালি করার পক্ষে মত দেন।
সরকারের এই পরিকল্পনাকে স্বাগত জানিয়েছেন চ্যারিটি সংস্থা ব্রেইকের ডাইরেক্টর জ্যাশন ওয়াকফোর্ড। ব্রেইক রোড সেইফটি নিয়ে কাজ করে। জ্যাশনের মতে, গাড়ি দুর্ঘটনায় নিহতদের স্বজনদের জন্যে সরকারের নতুন পরিকল্পনা একটি বড় শান্তনা হবে।

Motorists who kill victims while using mobile phones, drink-driving or speeding could be jailed for life under new laws. The Government will introduce tougher penalties for reckless drivers after thousands of people backed stronger punishments during a public consultation.

Under the plans anyone convicted of causing death by dangerous driving and causing death by careless driving while under the influence of drink or drugs could face a life term. The same punishment would also fall on motorists found guilty of a brand new offence – causing serious injury through careless driving.

 

 

Justice Minister Dominic Raab said: ‘We’ve taken a long hard look at driving sentences, and we received 9,000 submissions to our consultation. ‘Based on the seriousness of the worst cases, the anguish of the victims’ families, and maximum penalties for other serious offences such as manslaughter, we intend to introduce life sentences of imprisonment for those who wreck lives by driving dangerously, drunk or high on drugs.’ The Ministry of Justice (MoJ) said 90% of respondents to the public consultation backed the creation of the new offence and 70% were in favour of increasing terms for laws that already existed.

 

 

The news was welcomed by Jason Wakeford, who is director of campaigns for road safety charity Brake. He called it a major win for the families of people who had been killed on the roads as a result of reckless driving.
