ব্রেক্সিটের ট্রান্সেশন পিরিয়ডে ইউকেতে আসলেও ইনডিফিনিট লিভ টু রিমেইন পাবেন ইইউ নাগরিকরা : UK’s offer to EU nationals arriving during Brexit transition

ব্রিটবাংলা ডেস্ক : ব্রেক্সিটের পরে ট্রান্সেশন পিরিয়ডে ইইউভুক্ত  কোন দেশের নাগরিক ইউকেতে প্রবেশ করলে ইনডিফিনিট লিভ টু রিমেইনের সুযোগ পাবেন বলে জানিয়েছে ব্রিটিশ সরকার।

ইইউর দাবীর প্রেক্ষিতে ট্রান্সেশন পিরিয়ডে আসা ইইউ নাগরিকদের বর্তমানে ইউকেতে বসবাসরত ইইউর অন্য নাগরিকদের মত সমান অধিকার প্রদানের এই ঘোষণা দিয়েছে থেরিজা মের সরকার। ট্রান্সেশন পিরিয়ড নিয়ে ইইউর চাপে পড়ে এই ঘোষণা দিয়েছে সরকার। এর আগে ব্রিটিশ সরকার বলেছিল, ব্রেক্সিটের পরে আসা ইইউ সিটিজেনরা পুরনোদের মত সমান সুযোগ পাবে না।

২০১৯ সালের মার্চে ব্রেক্সিট প্রক্রিয়া শেষ হবে। এরপর ২০২০ সালের এর পুরো বাস্তবায়ন দেখতে চায় ইইউ। অন্যদিকে ইউকে মনে করছে ২০১৯ সালের পর ব্রেক্সিট বাস্তবায়নে অতিরিক্ত অন্তত আরো দু’বছর সময় লাগবে। ট্রান্সেশন পিরিয়ডের সময় নির্ধারণের সমঝোতার অংশ হিসেবে ইইউ নাগরিকদের এই বাড়তি সুযোগ দিয়েছে ব্রিটিশ সরকার।

নতুন ঘোষনা অনুযায়ী, ২০১৯ সালের ২৯ মার্চের ভেতরে ইউকেকে অবশ্যই ইউরোপিয়ান ইউনিয়ন ত্যাগ করতে হবে। এরপর থেকে যে কোন ইইউ নাগরিক ইউকেতে প্রবেশের পর তিন মাসের বেশি অবস্থান করতে চাইলে রেজিস্টার করতে হবে। এরপর তাদেরকে এক নাগারে পাঁচ বছর থাকার অনুমতির সঙ্গে কাজ এবং লেখাপড়ার সুযোগ দেওয়া হবে। এর মধ্যে তাদেরকে ইনডিফিনিট লিভ টু রিমেইনের জন্যে প্রস্তুতি নিতে হবে। অন্যদিকে যেসব ইইউ নাগরিকের ২০১৯ সালের ২৯ মার্চের ভেতরে ইউকেতে বসবাসের ৫ বছর পূর্ন হবে তারাও স্থায়ীভাবে বসবাসের জন্যে আবেদন করতে পারবে।  ইইউ ফ্রি মুভমেন্ট আইন অনুযায়ী তারা অটোমেটিক্যাললি তাদের স্পাউজ এবং পরিবারের অন্য সদস্যদের ইউকেতে নিয়ে আসতে পারবেন। সমান সুযোগ পাবেন ব্রেক্সিটের পর ট্রান্সেশন পিরিয়ডে আসা ইইউ নাগরিকরাও।

কিন্তু ট্রান্সেশন পিরিয়ড শেষ হবার সঙ্গে সঙ্গে যে কোন ইইউ নাগরিককে তাদের পরিবারের সদস্য ইউকেতে নিয়ে আসতে হলে ননইইউ দেশের নাগরিকদের মতো বর্তমান ব্রিটিশ সিটিজেন আইন মেনে চলতে হবে। বিশেষ করে মিনিমাম ইনকাম রিকোয়ারমেন্ট মানতে হবে।

২০১২ সালের জুলাই থেকে নন-ইইউ দেশ থেকে পার্টনার আনতে হলে বছরে নুন্যতম আয় দেখাতে ১৮ হাজার ৬শ পাউন্ড। এটা শুধুমাত্র সিঙ্গেল পরিবারের জন্য। যে সব পরিবারের বাচ্চা আছে তাদেরকে নুন্যতম ইনকাম আরো বেশি দেখাতে হবে।

 

UK’s offer to EU nationals arriving during Brexit transition

EU nationals who arrive in the UK during the transition period after Brexit will be eligible for indefinite leave to remain, the government says.
Sources say it is a compromise offer to the EU which wants citizens to have exactly the same rights as they do now during the transition period.
It means free movement of people is effectively set to continue until the end of the two year or so transition.
But the UK says new arrivals should not expect all the same rights as now.
The EU wants the transition period – which is intended to smooth the way to the future post-Brexit relationship between the UK and the EU – to last until 31 December 2020. The UK says it should last around two years from March 2019.

Those arriving in the UK after 29 March 2019, the day Britain leaves the EU, will have to register with the authorities if they want to stay longer than three months.
They will then be allowed to stay for five years “working, studying or being self-sufficient” to qualify to apply for indefinite leave to remain, part of the process of becoming a UK citizen.
EU citizens who have been continually living in the EU for five years by 29 March 2019 will be able to apply to stay indefinitely by getting “settled status”.
They will be able to bring spouses and other family members to the UK automatically under EU free movement rules.
Those who arrive after Brexit day will also be able to bring family members to the UK under free movement rules, during the transition period.
But – in the main change to the current arrangements – when the transition period has ended they will have to abide by the rules that currently apply to British citizens who want to be joined by family members from outside the EU, such as the minimum income requirement.
Since July 2012, UK citizens and settled residents applying to bring a non-EU partner to the country must be earning at least £18,600 per year before tax. The threshold is higher for those who are also sponsoring children.
