ব্রিটবাংলা রিপোর্ট : এবার সলিসিটারী করার আইনগত বৈধতা হারালেন টাওয়ার হ্যামলেটসের সাবেক মেয়র লুৎফুর রহমান। সলিসিটর ডিসিপ্লিনারি ট্রাইব্যুনালে তিন দিনের শুনানি শেষে বুধবার সলিসিটর হিসাবে সাবেক মেয়র প্র্যাক্টিস করতে পারবেন না বলে নিষেধাজ্ঞা আরোপ করেছে ট্রাইব্যুনাল। একই সঙ্গে ট্রাইব্যুনালের খরচ বাবদ ৮৬ হাজার ৪ শ পাউন্ড পরিশোধ করতে হবে সাবেক মেয়রকে। দ্যা ল সোসাইটি গেজেটে প্রকাশিত এক সংবাদে এসব তথ্য জানা গেছে।
সাবেক মেয়র লুৎফুর রহমান প্রায় ২০ বছর আগে আইনী পেশায় জড়িত হন। ২০১০ সালে টাওয়ার হ্যামলেটসের প্রথম নির্বাহী মেয়র নির্বাচিত হবার আগে প্রায় ৮ বছর তিনি ইস্ট লন্ডনের ম্যাককারম্যাকস সলিসিটর ফার্মের পার্টনার ছিলেন। দুর্নীতি ও বেআইনী বিভিন্ন কর্মকান্ডের অভিযোগে ইলেকশন কোর্ট তাকে ২০১৫ সালে নির্বাহী মেয়রের পদ থেকে অপসারন করে। উত্থাপিত অভিযোগগুলো বিবেচনায় নিয়ে লুৎফুর রহমানের বিরদ্ধে ব্যবস্থা নিতে সেই সময় দ্যা সলিসিটর রেগুলেশন অথোরিটির (এসআরএ) প্রতি আহ্বান জানিয়েছিল কোর্ট। এই রায়ের উপর ভিত্তি করে পরবর্তীতে দ্যা সলিসিটর রেগুলেশন অথোরিটি সাবেক মেয়র লুৎফুর রহমানকে শপথ অনুযায়ী আইনের সেবক হিসেবে ভুমিকা পালনে ব্যর্থতাসহ নানা অভিযোগে অভিযুক্ত করে।
এসআরএ-এর অভিযোগের বিরুদ্ধে সাবেক মেয়র লুৎফুর রহমান রিভিউ আবেদন করেছিলেন। তার আবেদনের প্রেক্ষিতে সোমবার থেকে শুরু হয়েছিল সলিসিটর ডিসিপ্লিনারি ট্রাইব্যুনাল। তিন সদস্যের ট্রাইব্যুনালে এসআরএ- এর পক্ষ থেকে উত্থাপিত সব অভিযোগের জন্য লুৎফুর রহমানকে দায়ী করা হয়।
শুনানিতে লুৎফুর রহমান নিজে বা তার কোন প্রতিনিধি উপস্থিত ছিলেন না। তবে যে রায়ের উপর ভিত্তি করে পারিবারিক আইন বিশেষজ্ঞ লুৎফুর রহমানের আইনজীবি পেশা বা সলিসিটরের লাইসেন্স অপসারন করা হয়েছে ইলেকশন কোর্টের সেই মূল রায়টি বিচার বিভাগীয় রিভিউর অপেক্ষায় আছে।
Lutfur Rahman banned as solicitor
Lutfur Rahman, the disgraced former mayor of London’s Tower Hamlets borough, was today struck off the roll of solicitors and handed an £86,400 costs order.
The Solicitors Disciplinary Tribunal found all allegations put forward by the Solicitors Regulation Authority to be proven, bringing an end to a case which dates back nearly three years.
Rahman, a family law specialist, was ordered to vacate his position of mayor in 2015 after an election court found him guilty of illegal and corrupt practices.
The SRA subsequently charged Rahman with failing to uphold the rule of law and administration of justice, failing to act with integrity and failing to behave in a way that maintains the trust the public places in him and in the provision of legal services.
On the third day of a hearing, a three-person tribunal this morning found Rahman liable on all counts.
Rahman, a solicitor of 20 years, was a partner at London firm McCormacks Law for eight years before becoming Tower Hamlets’ first directly elected mayor in 2010.
Representing the SRA, counsel Ed Levey of Fountain Court Chambers said yesterday that the SDT should take account of the election court’s findings when deciding on the merits of the disciplinary case. Levey said the ‘magisterial’ court ruling against Rahman should give ‘conclusive weight’ to the SDT.
At the start of this week’s hearing Rahman failed to adjourn the case on the grounds that he could not find a representative and did not feel able to represent himself. He added that an application to amend a judicial review into the election court’s findings was still pending.
