ব্রিটবাংলা রিপোর্ট : ইংল্যান্ড এবং ওয়েলসে গত বছর পুলিশের গুলিতে ৬ ব্যক্তি নিহত হয়েছেন। এই সংখ্যা এর আগের ১৩ বছরের চাইতে বেশি। আইপিসিসি এক রিপোর্টে এই তথ্য প্রকাশ করেছে। নিহত ছয়ের মধ্যে একজন হলেন গত মার্চে হাউস অব পার্লামেন্টের সামনে পুলিশের গুলিতে নিহত খালিদ মাহমুদ।
এছাড়া ২০১৬ সালের পুরো বছর এবং চলতি বছরের মার্চ পর্যন্ত পুলিশের গাড়ি ধাওয়ার ফলে আরো ১৪ জন মারা গেছেন। এই সংখ্যা এর আগের বছরের তুলনায় দ্বিগুন এবং ২০০৫ ও ২০০৬ সালের পর সর্বোচ্চ বলে জানিয়েছে দ্যা ইন্ডিপেনডেন্ট অব পুলিশ কমপ্লায়েন্ট কমিশন সংক্ষেপে আইপিসিসি। পুলিশের হাতে ও পুলিশি অপারেশনের সময় কিংবা আগে ও পরে পুলিশের সংশ্লিস্টতা আছে ২০১৬/১৭ বছরে এমন মৃত্যুর সংখ্যা নিয়ে আইপিসিসি প্রকাশিত রিপোর্টে এসব তথ্য উঠে এসেছে। রিপোর্টে বলা হয়েছে পুলিশি হেফাজতে থেকে গত এক বছরে আরো ১৪ জন মারা গেছেন। এই সংখ্যা আগের বছরের তুলনায় প্রায় সমান এবং ২০০৯ সালের পর থেকে গড় পড়তায় কাছাকাছি।
আইপিসিসি চেয়ার ডেইম অ্যান ওয়ার্স জানিয়েছেন, সশস্ত্র পুলিশি অপারেশন বৃদ্ধির ফলে পুলিশের গুলিতে নিহতের সংখ্যা অপ্রত্যাশিতভাবে বেড়েছে। ২০১৫/১৬ সালে ১৪ হাজার ৭শ সশস্ত্র পুলিশি অপারেশন হয়েছে। তবে গত এক বছরে বিভিন্ন বাহিনীর গুলিতে ৬ জন নিহত হলেও এর মধ্যে একটি ছিল সন্ত্রাস সংশ্লিষ্ট। এর মধ্যে ৩টি ঘটনার তদন্ত সম্পন্ন হয়েছে। যাতে সশস্ত্র বাহিনীর সদস্যের ভুলের প্রমান পাওয়া যায়নি।
অন্যদিকে পুলিশি হেফাজতে নিহতদের মধ্যে ১১ জনের মৃত্যুর সঙ্গে মাদকের সংশ্লিষ্টতা রয়েছে। এছাড়া ৮ জনের মানসিক স্বাস্হ্য সমস্যা ছিল। এই সমস্যার কারণে জেল থেকে বের হবার পর ৫৫ জনের মধ্যে ৪০ জন আত্মহত্যা করেছে বলেও রিপোর্টে উল্লেখ করা হয়।
২০১৬/১৭ সালের মার্চের ভেতরে আরো ১২৪টি মৃত্যুর ঘটনা নিয়ে তদন্ত করছে আইপিসিসি। বিভিন্ন কারণে এসব মৃত্যুর ঘটনা ঘটলেও তাতে পুলিশের কম-বেশি সংশ্লিষ্টতা রয়েছে। এই সংখ্যা আগের বছর ছিল ১০২।
Fatal shootings by police highest in England & Wales
Six people were fatally shot by police in England and Wales last year – the highest number since the IPCC watchdog began collecting data 13 years ago.
One of the deaths was terror-related – the shooting of Westminster attacker Khalid Masood outside the Houses of Parliament in March.
The Independent Police Complaints Commission (IPCC) figures show that a further 28 people died in connection with police pursuits of vehicles in 2016/17 – more than double the previous year’s total and the highest amount since 2005/06.
In its annual report on deaths during or following police contact, the IPCC also found that 14 people died in or following police custody, the same as in 2015/16 and close to the average since 2009.
IPCC chairwoman Dame Anne Owers said the increase in the number of fatal shootings should be viewed against a total of thousands of firearms operations – 14,700 in 2015/16, the latest year for which figures are known.
She said: “The deaths happened across six forces, and one was terrorism-related.
The report revealed 11 of those who died in or following police custody were known to have a link to alcohol and/or drugs, while eight had mental health issues, as did 40 of the 55 people who died by apparent suicide after release from custody.
The IPCC also investigated 124 other deaths following contact with the police in a wide range of circumstances in 2016/17, up from 102 the previous year.
