ব্রিটবাংলা রিপোর্ট : বিন নিয়ন্ত্রনের জন্যে নতুন আইন আসছে ব্রিটেনে! এই আইন অনুযায়ী আবর্জনায় উপচে পরা (Overloaded) বিন ঘরের বাইরে রাখলে প্রায় আড়াই হাজার পাউন্ড পর্যন্ত জরিমানার পাশাপাশি অপরাধী (ক্রিমিনাল কনভিকশন) হিসেবে গন্য করে আদালতে বিচারের মুখোমুখি করা হবে রেসিডেন্টদের। এছাড়া নির্ধারিত সময়ের আগে বিন ঘরের বাইরে রাখলে এন্টি সোসাল বিহেভিয়ার আইন অনুযায়ী তাদের বিরুদ্ধে ব্যবস্থা নেওয়া হবে। ব্যবসায়ীদের জন্যেও দু:সংবাদ আছে। এই নিয়ম ভঙ্গকারী ছোট্ট-বড় ব্যবসায়ীদের ২০ হাজার পাউন্ড পর্যন্ত জরিমানা করা হবে বলে সম্প্রতি ডেইলি মেইলে প্রকাশিত এক সংবাদে উল্লেখ করা হয়েছে।
নতুন এই আইনটি পরীক্ষণমূলকভাবে আপতত স্টোক ইন ট্রেন্ট বারায় চালু হয়েছে। নির্দেশনা না মানলে আইন অনুযায়ী রেসিডেন্টদের বিরুদ্ধে ব্যবস্থা নেওয়া হবে বলে স্থানীয় কাউন্সিল থেকে চিঠি দিয়ে বাসিন্দাদের সতর্ক করা হয়েছে। গ্রেটার ম্যানচেস্টারের টেইমসাইড কাউন্সিলসহ অন্যান্য কাউন্সিল একই আইন করার পরিকল্পনা করছে বলেও জানা গেছে। স্টোক অন ট্রেন্টে আইনটি সফলভাবে বাস্তবায়িত হলে তা পর্যায়ক্রমে দেশের বিভিন্ন লোকাল কাউন্সিলে প্রবর্তিত করা হতে পারে।
£2,500 fines’ for putting too much rubbish in bins
Families who overload their bins with rubbish are reportedly being threatened with £2,500 fines and criminal convictions.
Councils across the UK are said to have introduced the measures under anti-social behaviour laws, with families also being slapped with fines for putting the bins out too early.
Businesses are also punished with fines of up to £20,000, including small corner shops, according to the Daily Mail.
In Stoke-on-Trent, residents had been receiving forceful letters from the local council warning them on their “unreasonable conduct”, the newspaper reported.
The council warned failure to act could lead to homeowners being issued a Community Protection Notice and landed in court.
Tameside Council in Greater Manchester is among other local councils believed to be using similar sanctions.
