ব্রিটবাংলা রিপোর্ট : ব্রেক্সিটের পর দাগী অপরাধী, কিংবা যাদের অপরাধের রেকর্ড আছে এবং যাদেরকে বিশেষ হুমকি মনে করা হবে সেইসব ইইউ নাগরিকদের ব্রিটেন থেকে বের করে দেওয়া হবে বলে জানিয়েছে হোম অফিস।

ব্রেক্সিটের পর ইউকেতে অবস্থানরত ইইউভুক্ত বাকী ২৭ দেশের প্রায় তিন মিলিয়ন নাগরিককে দীর্ঘ স্থায়ী বসবাসের (ইনডিফিনিটি লিভ) অনুমোদন দেওয়ার ব্যাপারে নতুন একটি নীতিমালা প্রকাশ করেছে হোম অফিস। তাতে বলা হয়েছে, ব্রেক্সিটের পর ইউকেতে ৫ বছর বসবাসের পর ইইউ নাগরিকরা ইনডিফিনিট লিভের জন্য আবেদন করতে পারবেন। তবে আবেদন করার সময় আবেদনকারী পূর্বে কোন অপরাধের সঙ্গে জড়িত ছিলেন কি না, দাগী বা সাজাপ্রাপ্ত আসামি কি না, এই বিষয়গুলো স্বেচ্ছায় প্রকাশ করতে হবে।

যদিও হোম অফিস প্রতিটি আবেদনকারীর ক্রিমিনাল রেকর্ড খতিয়ে দেখবে। ইন্টারন্যাশনাল ক্রিমিনাল লিস্টের সঙ্গেও সেই নাম মিলিয়ে দেখবে হোম অফিস। তারপরেও আবেদনকারীকে স্বেচ্ছায় অপরাধ সংশ্লিষ্ট বিষয়গুলো জানাতে হবে। আর এক্ষেত্রে যদি পূর্বের অপরাধের কোন প্রমান মিলে তাহলে সেই নাগরিককে ইউকেতে স্থায়ীভাবে বসবাসের সুযোগ দেওয়া হবে না।

ইইউর বর্তমান ফ্রি মুভমেন্ট আইন অনুযায়ী অপরাধের সঙ্গে সংশ্লিষ্ট ইইউ নাগরিকদের ব্রেক্সিটের পর ইউকে থেকে বের করে দেবে হোম অফিস। তবে বর্তমান নিয়ম অনুযায়ী তারা আপিলের সুবিধাও পাবেন।

ব্রেক্সিট সেক্রেটারী ডেভিস ডেভিড জানিয়েছেন, ইউকের নিরাপত্তার কথা বিবেচনা করে ইইউ নাগরিকদের ইনডেফিনিট রাইট টু লিভ স্ট্যাটাস দেওয়ার জন্যে হোম অফিসের প্রস্তাবিত এই নীতিমালা নিয়ে ইইউর সঙ্গে আলোচনা করে চুড়ান্ত করা হবে।

এদিকে হোম সেক্রেটারী এম্বার রুড বলেছেন, ব্রেক্সিটের পর ইইউ নাগরিকদের ইউকেতে ইনডিফিনিট রাইট টু লাভের আবেদন প্রক্রিয়াটি যাতে স্বল্প ব্যয়ে সহজতর হয় সে বিষয়টি অবশ্যই নিশ্চিত করা হবে।

EU citizens with criminal records could be barred from staying in Britain after Brexit if they are ‘genuine, present and sufficiently serious threat’, the Home Office said today.

The rule was revealed in new details about the UK’s planned system for awarding ‘settled status’ to EU citizens who have lived in Britain for five years before Brexit.

The Home Office is building a brand new system for the three million EU citizens living in Britain who want the ‘settled status’ that grants indefinite right to live here.

It will ask them to self-declare any criminal convictions but the Home Office reserves the right to check UK criminal record databases and, in some case, international lists.

Expulsion will be on the same grounds as EU nationals can currently be deported under EU free movement rules and will be subject to appeal.

The details are contained in a newly published ‘technical note’ set to be submitted by UK negotiators to the talks in Brussels. It is not yet agreed with the EU.

Brexit Secretary David Davis said: ‘We have been clear that safeguarding the rights of EU citizens is our top priority in negotiations.

Home Secretary Amber Rudd added: ‘Applying for settled status will be a streamlined, low-cost, digital process and EU citizens are being consulted on its design to ensure it is user-friendly.

‘We know that there is some anxiety among EU citizens about how the process of applying for settled status will work so I hope this document provides some further reassurance.’
