জারা হোসেইন : লন্ডনের কিলবার্নে হোম অফিসের একটি হোস্টেলে বাংলাদেশ, কঙ্গো, ইতিওপিয়া, কুর্দিশ এবং ইজিপ্টসহ বিভিন্ন দেশের প্রায় দু’শ এসাইলাম আবেদনকারী অত্যন্ত মানবেতর জীবন যাপন করছেন। হোস্টেলে তাদের সঙ্গে রীতিমত জেলে বন্দি রেখে পশুর মতো আচরন করা হচ্ছে বলে অভিযোগ তাদের। এসাইলামরা অভিযোগ করে বলেছেন, তারা স্ব স্ব দেশে অত্যাচার নির্যাতন থেকে রক্ষা পেতে ইউকেতে এসে এসাইলাম আবেদন করে বরং পাল্টা নির্যাতনের শিকার হচ্ছেন এখানে। এক রুমে লাইন ধরে পাতানো সিঙ্গেল বেডে পাশাপাশি ঘুমাতে হচ্ছে তাদের। নড়াচড়ার কোন সুযোগ নেই রুমে। সহ্য করতে হচ্ছে বেডবাগ বা উলুশের কামড়। প্রায় ১শ জনের জন্যে রয়েছে মাত্র একটি ওয়াশিং মেশিন এবং নানান দেশের নানান জাতের এসাইলাম আবেদনকারীদের ব্যবহার করতে হচ্ছে মাত্র একটি কিচেন।
ক্যামডেন নিউ জার্নালের এক অনুসন্ধানী প্রতিবেদনে কিলবার্নের প্রায়রি পার্ক রোডে অবস্থিত ছ’তলা বিশিষ্ট এসাইলাম আবেদনকারীদের হোস্টেলের এসব চিত্র উঠে এসেছে। হোম অফিসের ডিটেনশন সেন্টার থেকে এসাইলাম আবেদনকারীদের এখানে এনে রাখা হয়। দুই ব্লকের এই হোস্টেলের একটিতে থাকেন শুধু পুরুষরা। আরেকটিতে থাকেন মহিলা ও শিশুরা। ক্ষোব্ধ এসাইলাম আবেদনকারীরা জানিয়েছেন, ইউকেতে তাদের কাজ করার বৈধতা নেই। সপ্তাহে ভাতা দেওয়া হয় মাত্র ৩৫ পাউন্ড। একদিকে আর্থিক সংকট, অন্যদিকে চার দেয়ালের ভেতরে অঘোষিত জেল জীবন, সেই সঙ্গে উলুশের কামড় খেয়ে দিনরাত কাটাতে হচ্ছে তাদের। শরীরের মধ্যে লাল লাল দাগ পরে গেছে তাদের। তা থেকে রক্ষার জন্যে সবাই এক ধরনের লোশন ব্যবহার করছেন।
এসাইলান আবেদনকারীরা যে হোস্টেলে থাকেন সেই হোস্টেলের নাম সেন্ট লোরেন্স ম্যানশন। এটি পরিচালনা করে ক্লিয়ারস্প্রিংস রেডি হোম নামে একটি কোম্পানি। এই কোম্পানিটি ২০০০ সাল থেকে ইউকে বোর্ডার এজেন্সি, ইউকেএন ভিসা এন্ড ইমিগ্রেশন, মিনিস্ট্রি অব জাস্টিস এবং হোম অফিসের সঙ্গে বিভিন্ন চুক্তিতে কাজ করে আসছে। এই কোম্পানির ওয়েব সাইটে ‘ইনভেস্টরস ইন পিপল’ বলে উল্লেখ করা হলেও ওয়েলসে এসাইলাম আবেদনকারীদের জন্যে কোম্পানির অপর একটি হোস্টেলের অত্যন্ত নিম্নমানের চিত্র ফুটে উঠেছিল বিবিসির একটি অনুসন্ধানী রিপোর্টে। এদিকে কিলবার্নে এসাইলাম আবেদনকারীদের জন্যে এই কোম্পানি যে হোস্টেলটি পরিচালনা করছে, সেটি দুটি বিল্ডিংয়ে মিলে ৭৮ বেড রুমের। এই বিল্ডিং দুটির মালিক টপক্লাশ ইনভেস্টমেন্ট লিমিটেড নামে লন্ডনের একটি কোম্পানি। কোম্পানি হাউসের তথ্য মতে এই কোম্পানির অফিস হল ফিন্চলি রোডের মিয়ার্স হাউসে। ২০১২ সালে এই দুটি বিল্ডিং ভেঙ্গে ফেলার আবেদন করে সফল হয়নি এই কোম্পানি।
এদিকে পুরো বিষয়টি জেনে হতবাক হয়েছেন স্থানীয় এমপি টিউলিপ সিদ্দীক। এসাইলাম আবেদনকারীদের সঙ্গে এমন আচরনকে অগ্রহণযোগ্য বলে মন্তব্য করেছেন হ্যাম্পস্টেড এন্ড কিলবার্ন আসনের লেবার এমপি টিউলিপ। বিষয়টি নিয়ে পার্লামেন্টে কথা বলেছেন তিনি। হাউস অব কমন্সের হোম অফিস সিলেক্ট কমিটির গত বছরের তথ্য অনুযায়ী, ক্লিয়ারস্প্রিংস রেডি হোমস সাউথ ইস্ট ইংল্যান্ড এবং ওয়েলসে ১৪০ মিলিয়ন পাউন্ডের চুক্তি আছে হোম অফিসসহ সংশ্লিষ্ট ডিপার্টমেন্টের সঙ্গে। আর এই কোম্পানির চেয়ারম্যান বছরে প্রায় ৯শ হাজার পাউন্ড আয় করেন। গত বছর সিলেক্ট কমিটিকে এসব তথ্য জানিয়েছিলেন কোম্পানির এমডি জেইমস ভিভিয়ান রবিনসন।
হোম অফিস এক বিবৃতিতে জানিয়েছে, হোস্টেলে এসাইলাম আবেদনকারীদের নিরাপদ, স্বাস্থসম্মত সব প্রকার সুযোগ সুবিধা দেওয়ার কথা চুক্তিবদ্ধ কোম্পানির। হোম অফিসের পক্ষ থেকে সব সময় এসাইলাম আবেদনকারীদের অধিকারের প্রতি সম্মান প্রদর্শনের সাথে সাথে চুক্তিবদ্ধ কোম্পানি থেকে পর্যাপ্ত সুযোগ সুবিধা আদায় হচ্ছে কি না, সে বিষয়টি সব সময় হোম অফিস নিশ্চিত করে বলে উল্লেখ করা হয় বিবৃতিতে।
এ বিষয়ে ক্লিয়ারস্প্রিংস লিমিটেডের পক্ষ থেকে কোন বক্তব্য পাওয়া যায়নি।

‘The way we are treated is like animals. Even in jail, you can’t be in the conditions here’
ASYLUM seekers who say they have been stuffed like sardines into a Home Office “house of horrors” have told the New Journal they feel like they are being tortured again.
More than 200 people who fled their home country in fear are living in a six-storey hostel in Priory Park Road, Kilburn, waiting to hear whether they will be deported or allowed to start new lives in this country.
There are two mansion blocks – one for men, the other for women and children – housing a voiceless group overwhelmed with feelings of neglect and anger at what they say are unacceptable living conditions. They are sleeping in rows of single beds, often with no space between them, and must share a small-load washing machine and tiny kitchen unit on the top floor.
Unable to work legally, and with just £35 a week for food, many said they were “slowly going mad” after spending days and nights in the highly claustrophobic conditions. Some complained about small “red bugs” that bite them in the night and leave bloodstains on sheets. There are holes in walls and signs of damp. Many of the asylum seekers have bottles of Cetraben – a lotion to stop skin irritation – from GPs at Kilburn Park Medical Centre.
The block, called St Lawrence Mansions, is run by Clearsprings Ready Homes, which has had several contracts with the UK Border Agency, UKN Visas and Immigration, Ministry of Justice and the Home Office since 2000. The company, which says on its website that it is an “investor in people”, was the subject of a BBC investigation in Wales into poor housing conditions for asylum seekers. The 78-room Kilburn hostel is split into two buildings owned by Topclass Investments Ltd, which is, according to Companies House, based in Meares House, opposite Finchley and Frognal overground station, in Finchley Road.
The company applied unsuccessfully to demolish the two Kilburn buildings in 2012.
Hampstead and Kilburn MP Tulip Siddiq said: “The conditions of this house are shocking. It is especially so as many of these people in the building have faced struggles in the past to get to this country. It is not appropriate.”
In evidence to a House of Commons select committee on immigration last year, Clearsprings managing director James Vyvyan Robinson said there was a contract for the South-east and Wales worth around £140million and that the chairman of the group was earning £900,000 a year.
A Home Office statement said: “It is the responsibility of our contractors to provide accommodation that is safe, habitable, fit for purpose and adequately equipped. “We demand the highest standards from contractors and their accommodation and monitor them closely to ensure this is maintained. We take every effort to inspect asylum accommodation on a regular basis to ensure it meets the required standard and that asylum seekers are treated with respect.”
