ব্রিটবাংলা ডেস্ক : কাউন্সিলের প্রোপার্টি লাইসেন্সের শর্ত ভঙ্গের অভিযোগে ইস্ট লন্ডনের এক বাঙালী ল্যান্ডলর্ডকে প্রায় ১৩ হাজার পাউন্ড জরিমানা করেছে গ্রেটার লন্ডনের বার্কিং এন্ড ডেগেনহ্যাম কাউন্সিল।
কাউন্সিল সুত্রে জানা গেছে, ল্যান্ডলর্ডের নাম নাজমুল হক। তার এক বেডরুমের ঘরে একটি পরিবার বসবাস করতে পারবে বলে কাউন্সিল থেকে লাইসেন্স নিয়েছেন তিনি। কিন্তু স্থানীয় বাসিন্দারা, তার ঘরে ওভার ক্রাউডিং এবং এন্টি স্যোসাল বিহ্যাভিয়ারের অভিযোগ করে আসছিলেন।
গত মে মাসে স্থানীয়দের অভিযোগের প্রেক্ষিতে কাউন্সিল তদন্ত করতে গিয়ে তার ঘরেে ঘিঁজি ঘিঁজি অবস্থা দেখতে পায়। এরপর দুই দফায় তার ঘরে প্রবেশের চেষ্টা করে ব্যর্থ হয় কাউন্সিল। পরবর্তীতে পুলিশের সহযোগিতা নিয়ে ঘরে প্রবেশ করে লাইসেন্সে উল্লেখিত শর্তের বিপরীতে বিপুল সংখ্যক মানুষের বসবাসের প্রমাণ পাওয়া যায়।
যদিও ল্যান্ডলর্ড নাজমুল হক দাবী করে আসছিলেন, তিনি লাইসেন্সের শর্ত ভঙ্গ করেননি। ঘরে যাদের উপস্থিতি পাওয়া গেছে এরা ভাড়াটে নয়, বিল্ডার। তারা ঘরের মেরামতের কাজ করছিল। কিন্তু তিনি পুলিশের কাছে কোনো ধরনের ইন্টারভিউ দিতে যাননি। এরপর ইস্যুটি কোর্টে উত্থাপন করা হয়। গত ২৫শে মে বার্কিংসাইড ম্যাজিস্ট্রেইট কোর্টের শুনানিতেও অংশ নেন ল্যান্ডলর্ড নাজমুল হক।
তার অনুপস্থিতিতেই শুনানি শেষে কাউন্সিলের লাইসেন্সিং শর্ত ভঙ্গের অভিযোগে ল্যান্ডলর্ড নাজমুল হককে ১২ হাজার ৫শ পাউন্ড জরিমানা করে কাউন্সিল। এছাড়াও মামলার খরচ বাবদ বার্কিং এন্ড ডেগেনহ্যাম কাউন্সিলকে ১ হাজার ৪৮ পাউন্ড এবং ভিক্টিম সার্চার্জ বাবদ আরো ১শ ৭০ পাউন্ড পরিশোধের নির্দেশ দেয় কোর্ট।
বার্কিং এন্ড ডেগেনহ্যাম কাউন্সিলের লিড মেম্বার কাউন্সিলর মার্গারেট মুলান কোর্টের রায়ে সন্তোষ প্রকাশ করে জানিয়েছেন, এই রায় সব ল্যান্ডলর্ডের জন্যে একটি শতর্ক বার্তা। ল্যান্ডলর্ড লাইসের্সের শর্ত ভঙ্গের অপরাধ কাউন্সিল কোনোভাবেই সহ্য করবে না। শর্ত ভঙ্গকারীদের আইনের মুখোমুখি করা হবে বলেও উল্লেখ করেন তিনি। কেউ এ ধরনের কোনো সমস্যার মুখোমুখি হলে 0208 724 8898 এই নাম্বারে টেলিফোন করে অভিযোগ দেওয়ার জন্যে বার্কিং এন্ড ডেগেনহ্যাম কাউান্সল।
A landlord from Whitechapel has been ordered to pay more than £13,000 for breaking Barking and Dagenham Council’s property licensing rules.
Nazmul Haq, 55, was housing people in an overcrowded property in Barking which the council claim was the source of anti-social behaviour.
The council’s enforcement team first became aware of issues with Haq’s property in May last year after receiving a string of complaints about a property he owned in Strathfield Gardens, with neighbours complaining that it was overcrowded.
Council officers investigated the complaint and found multiple people inside the property, despite it only being licensed to house one family.
Haq, who lives in Darling Row, claimed that the property was not being used as a House in Multiple Occupation (HMO), which he was not licensed for, and the people inside his property were builders doing renovation work.
Council enforcement officers made two subsequent visits to the property and called the police after being refused entry.
The police were then called and it was discovered that Haq was housing more people than were declared on his licensing agreement.
Haq then failed to attend a police interview and the council decided to prosecute and revoke his licence.
When the case was first brought before Barkingside Magistrates Court on May 25, Haq did not attend.
In his absense he was ordered to pay £12,500 for breaching licensing conditions, as well as £1,048 in costs to Barking and Dagenham Council, as well as a £170 victim surcharge.
Cllr Margaret Mullane, the council’s cabinet member for enforcement and community safety, said: “This should serve as a strong warning to landlords in the borough that we will not tolerate anyone breaking the rules and we will take the strongest possible action.
