ব্রিটবাংলা রিপোর্ট : জরুরী সার্ভিসে গিয়ে লন্ডনে প্রতিদিন গড়ে অন্তত একজন প্যারামেডিক বা নার্স শারীরিকভাবে হামলার শিকার হন বলে দ্যা লন্ডন এম্বুলেন্স সার্ভিসের এক রিপোর্টে তথ্য প্রকাশ করা হয়েছে। ইমার্জেন্সি স্টাফদের হামলা প্রতিরোধে নতুন বিল নিয়ে আসছে সরকার।
এম্বুলেন্স স্টাফদের রেকর্ডকৃত তথ্য অনুযায়ী ২০১৬ সালের এপ্রিল থেকে চলতি বছরের মার্চ পর্যন্ত, গত এক বছরে প্রায় ৫৩৪ টি হামলার ঘটনা ঘটেছে। এর আগের বছর এই সংখ্যা ছিল ৪৫৬টি।
গত মঙ্গলবার কেম্বারওয়েলে একজন অসুস্থ রোগিকে জরুরী চিকিৎসা দিতে গিয়ে একজন বাস ড্রাইভার দুজন প্যারামেডিককে শারীরিকভাবে আঘাত করেন। এর একদিন পর বুধবার এই রিপোর্ট প্রকাশ করে দ্যা লন্ডন এম্বুলেন্স সার্ভিস। এই হামলা বন্ধের লক্ষ্যে একই দিন পার্লামেন্টে ইমার্জেন্সি ওয়ার্কার বিল নিয়েও আলোচনা হয়েছে। নতুন বিলে দায়িত্ব পালনরত পুলিশ, ফায়ার ফাইটার, ডাক্তার, প্যারামেডিক বা নার্সের উপর হামলাকে অপরাধ হিসেবে গণ্য করা হতে পারে। আর এই অপরাধ প্রমানের জন্য সন্দেহভাজন হামলাকারীর রক্ত বা মুখের লালা নমুনা বা স্যাম্পল হিসেবে সংগ্রহের চেস্টা করা হবে, তা দিতে অপারগ হলে এটিও অপরাধ হিসেবে গণ্য হবে।
দ্যা লন্ডন এম্বুলেন্স সার্ভিসের চীফ এক্সিকিউটিভ গ্যারাট এমার্সন জানিয়েছেন, ইমার্জেন্সি সার্ভিস ওয়ার্কার্স বিলের প্রতি একাত্মতা জানাতেই তারা বুধবার এই রিপোর্ট প্রকাশ করেছেন। প্যারামেডিক বা নার্সসহ ৯৯৯ সার্ভিসের কোন স্টাফের উপর হামলা হলে হামলাকারীর কঠোর সাজার কথা বলা হয়েছে নতুন বিলে। এ জন্যেই তারা এই বিলকে সমর্থন করছেন বলে জানান। তিনি বলেন, লন্ডনে প্রায় প্রতিদিন এন্বুলেন্স সার্ভিসের একজন স্টাফ হামলার শিকার হন। গত বছরের তুলনায় তা ২১ শতাংশ বেড়েছে।
উল্লেখ্য সাউথ লন্ডনে ক্যাম্বারওয়েলের মঙ্গলবারের ঘটনায় ৫১ বয়সী এক ব্যক্তিকে গ্রেফতার করেছে পুলিশ। এর আগে রোববার ওয়েস্ট লন্ডনের হেইসে জরুরী সেবা দিতে গিয়ে একজন প্যারামেডিক হামলার শিকার হন। এদিকে শুধু লন্ডনেই নয়, জরুরী সার্ভিসে গিয়ে লন্ডনের বাইরেও এম্বুলেন্স ক্রুরা হামলা এবং বিব্রতকর অবস্থার মুখামুখি হন। বার্মিংহ্যামে জরুরী সার্ভিসে গিয়ে একটি কার পার্ক ব্লক করায় পার্কের মালিক ক্ষুব্ধ হয়ে একটি নোট রেখে যান। পরে অবশ্য এজন্য ওই কার পার্কের মালিক দু:খ প্রকাশ করেন।
At least one paramedic attacked every day in London
At least one paramedic is physically attacked each day in London, shocking new figures have revealed.
Crews recorded 534 assaults between April 2016 and March this year, up from 456 across the same period the year before.
The figures were released after two paramedics were attacked by an angry coach driver as they treated an elderly and seriously ill patient in Camberwell on Tuesday.
The chief executive of the London Ambulance Service, Garrett Emmerson, released the figures to coincide with the Assaults on Emergency Service Workers Bill which reached the committee stage in Parliament on Wednesday.
“On average, an ambulance crew is assaulted every day in London,” Mr Emmerson said.
“And physical assaults are on the rise – up by over 21 per cent last year.”
He added: “It will never be ok to assault our staff and we will always push for the highest possible sentence.
“We are supporting the bill because it calls for tougher punishments for anyone who attacks paramedics and other 999 staff.
“It is unacceptable that our ambulance crews should be targeted in this way as they go about caring for patients in the capital.”
The new law would see offences of assault aggravated when the victim is on shift as a police officer, firefighter, doctor, paramedic or nurse.
The legislation will also require suspects to provide blood and saliva samples and make it an offence to refuse to give samples.
Police arrested a man, 51, following the last incident in south London on Tuesday, which onlookers called “revolting behaviour”.
In Birmingham, a 27-year-old man apologised after leaving an angry note on an ambulance windscreen complaining it was blocking his drive.
The LAS also said a single responder in a car was assaulted by a patient in Hayes on Sunday morning.
