ব্রিটবাংলা রিপোর্ট : রেফারেন্ডামের পর ইইউ ছাড়ার প্রস্তুতি চলছে। ব্রেক্সিট নিয়ে ব্রিটিশ সরকার এবং ইইউ প্রতিনিধিরা দরকষাকষি চালিয়ে যাচ্ছেন। ইইউ ছাড়ার আগে ব্রিটিশ সরকারকে বড় রকমের একটা বিল পরিশোধ করতে হবে। যাকে বলা হচ্ছে ব্রেক্সিট ডিভোর্স বিল। ডিভোর্স বিল চুড়ান্ত না হলে ব্রেক্সিটের পর ইউকে ইইউর সিঙ্গেল মার্কেটে থাকার সুযোগ পাবে কি না, তা নিয়ে আলোচনায় বসা হবে না বলে আগাম ঘোষনা দিয়েছিল ইইউ। ডিসেম্বর মাসে সেই আলোচনা শুরু হওয়ার কথা। তার আগে এ বিষয়ে সিদ্ধান্ত নিতে ব্রিটিশ সরকারকে দুসপ্তাহ সময় বেঁধে দেয় ইইউ। শেষ পর্যন্ত ইউকে এবং ইইউ প্রায় ৫০ বিলিয়ন পাউন্ডের ডিভোর্স বিলে ঐক্যমতে পৌঁছেছে বলে জানা গেছে। তবে ডিভোর্স বিলের অর্থের অংক নিয়ে একেক সংবাদ মাধ্যম একেক ধরনের তথ্য দিয়েছে।
বুধবার বিবিসির রিপোর্টে বলা হয়েছে ডিভোর্স বিল ৪৫ বিলিয়ন পাউন্ড হতে পারে। অন্যদিকে দ্যা টেলিগ্রাফের রিপোর্টে বলা হয়েছে ৪৫ বিলিয়ন ইউরো থেকে ৫৫ বিলিয়ন ইউরো অর্থাৎ ৪০ বিলিয়ন পাউন্ড থেকে ৪৮ বিলিয়ন পাউন্ডের মধ্যে সমঝোতা হয়েছে।
তবে দ্যা গার্ডিয়ানের মতে ৫৭ বিলিয়ন পাউন্ডে ডিভোর্স বিলের সমঝোতা হয়েছে। অন্যদিকে দ্যা ফাইনান্সিয়াল টাইমসের মতে, ইইউর দাবী অনুযায়ী ডিভোর্স বিল ১০০ বিলিয়ন ইউরো বা ৮৯ বিলিয়ন পাউন্ড হতে পারে। তবে আলোচনা সাপেক্ষে তা অর্ধেকে চলে আসতে পারে।
তবে এ বিষয়ে টেন ডাউনিং স্ট্রীট বা ইউরোপিয়ান ইউনিয়ন থেকে এখনো আনুষ্ঠানিক কোন বক্তব্য আসেনি। ব্রিটিশ সমঝোতাকারীও এ বিষয়ে কোন মন্তব্য করতে চাননি। তবে দু’এক দিনের ভেতরে সমঝোতা হবে বলে আশা করছেন কুটনীতিকরা। সমঝোতা হওয়ার পরপরই সোমবার ব্রাসেলসে ব্রিটিশ প্রধানমন্ত্রী থেরিজা মে এবং ইউরোপিয়ান কমিশনের চেয়ারমযানের জিন ক্লাউড জংকার বৈঠকে বসবেন বলে ধারণা করা হচ্ছে।
ডিভোর্স বিলে সমঝোতার পৌঁছার পাশাপাশি আগামি ১৪ থেকে ১৫ ডিসেম্বরের ভেতরে নর্দার্ন আয়ারল্যান্ড বর্ডার এবং সিটিজেন রাইটস মুভমেন্ট ইস্যুতে সমঝোতায় পৌঁছে ব্রেক্সিট আলোচনার পরবর্তী ধাপে যেতে হবে ইউকে এবং ইইউকে।
The UK has offered a larger potential “divorce bill” to the EU – which could be worth up to 50bn euros (£44bn), the BBC understands.
On Tuesday evening the Telegraph reported that a deal had been reached and the final figure is expected to be between €45 billion and €55 billion – or between £40 billion and £49 billion.
According to the Guardian, the divorce bill agreement could see the UK coughing up as much as £57 billion.
The Financial Times said that “several diplomats familiar with the talks” had confirmed that the UK will assume EU liabilities worth up to €100 billion (£89 billion) gross, but that net payments would amount to around half that figure.
But a government official said it “does not recognise” this account of a reported bill settlement and stressed that intense talks are continuing in Brussels this week as an agreement is sought.
A spokesman for the EU’s chief Brexit negotiator Michel Barnier also declined to comment.
Negotiators have been working towards an early December deadline of agreeing a divorce settlement figure.
Once that is agreed at a meeting with European Commission president Jean-Claude Juncker on December 4, talks can move onto discussions of a post-Brexit trade deal.
Theresa May is set to meet Mr Juncker and Mr Barnier in Brussels on Monday.
The PM and EU diplomats need to also agree key issues including the Northern Irish border and citizens’ rights before the December 14 and 15 European Council summit in order to be able to move onto the next phase of negotiations.
